People inconvenienced by traffic jams should buy helicopters to avoid getting stuck in traffic, Moscow Region Governor Boris Gromov said on Friday.
"I travel in a helicopter," the governor told reporters. "You should also buy helicopters instead of cars - then you will not need roads".
Gromov said some 400 Moscow Region residents owned helicopters.
The issue of traffic jams, a major woe for Moscow and surrounding areas, has been highlighted by recent massive hold-ups on the Leningradskoye Highway, one of the main traffic arteries to the north-west of Moscow.
The huge traffic jam, caused by repair works on the highway, led to some 1,500 people missing their flights from Sheremetyevo Airport.
Gromov denied the hold-ups were his responsibility, saying the highway was under the jurisdiction of the Moscow authorities.
