Four million foreign nationals work illegally in Russia, the head of the Federal Migration Service said on Wednesday.
More than 10 million foreigners entered Russia in 2010, Konstantin Romodanovsky said at a meeting with Prime Minister Vladimir Putin.
Of this number, 5 million are employed but only 1 million foreigners are working legally.
"One million work legally but 4 million are in the shadows. These individuals have entered the country legally, but are working in violation of the law," Romodanovsky said.
