New Russian police bill 'to go to parliament by end of month'

A revised police bill will be submitted to Russia's lower house of parliament within the next three weeks, the State Duma security committee chairman said on Monday.
"Discussions are still being held; in the next two or three weeks, the bill will be submitted to the State Duma," committee chairman Mikhail Grishankov said.
The bill, which, among other things, renames the Russian law enforcement agency from the traditional "militsiya" to a more Western-sounding title of "police," will replace 1991 legislation.
Media-savvy Russian President Dmitry Medvedev put the issue of police reform up for public discussion in early August, in an unprecedented bid to involve Russian society in policy-making.
The revised bill is part of the Kremlin's bid to restore the image of the country's law enforcement agency, which has been hit by a string of scandals in recent years and is often associated with corruption and brutality rather than protecing the public.
