The European Union's special representative for the South Caucasus, Peter Semneby, met with Azerbaijani President Ilham Aliyev for talks on Monday.
The agenda included Azerbaijan-EU cooperation and the Nagorny Karabakh conflict, the president's press service said.
Azerbaijan and Armenia have been at loggerheads since 1988, when the ethnic Armenian region of Nagorny Karabakh claimed independence from Baku and sought support from Yerevan. A 1991-1994 war between the two former Soviet states killed more than 30,000 people on both sides.
Semneby's visit is linked with the release from prison of two activists and prolific bloggers, Emin Milli and Adnan Gadzhizade, who were arrested in July 2009 on charges of hooliganism.
Azerbaijani news agencies said Semneby met with the bloggers and their families.
