HARTFORD, Conn., Nov. 11 (UPI) -- Connecticut State Police are investigating the death of a Windsor Locks teen who was killed when he was struck by a car driven by an off-duty police officer.
State police sources told The Hartford Courant that Windsor Locks Police Officer Michael Koistinen was at a tailgate party before a University of Connecticut football game Oct. 29, a few hours before he hit Henry Dang, and had also been videotaped in a bar that evening. Windsor Locks officers who responded to the crash did not perform a Breathalyzer test on Koistinen, who was taken to a hospital in Stafford Springs, about 20 miles from Windsor Locks, after the crash.
The Courant said its state police sources said the hospital apparently did not take a blood sample.
Questions have been raised because one of the officers at the crash scene was Sgt. Robert Koistinen, Michael's father, the newspaper said.
Windsor Locks Police told the Courant the elder Koistinen is on sick leave while the younger is on paid leave.
