Web, text voting may be available in next Russian parliamentary elections

Russians may be able to vote in the country's 2011 parliamentary elections on the Internet or via text message, the head of the Russian Central Election Commission said on Tuesday.
"Remote voting via the Internet and cell phones...can significantly increase turnout," Vladimir Churov said.
The scheme could also help to reduce the overall cost of the election since using helicopters to transport ballot boxes to isolated areas of northern Russia can cost more than $2,200 an hour.
Churov said remote voting could also enable Russian citizens living abroad to take part in the election.
