Russia's 2010 budget spending may fall 400-500 bln rbls below plan - ministry

LONDON, November 30 (RIA Novosti) - Russia's budget spending may fall by 400-500 billion rubles in 2010 compared with the budget plan while unspent funds will be channeled back into the Reserve Fund set up to cushion the federal budget against a fall in oil prices, Deputy Economic Development Minister Andrei Klepach said on Tuesday.
"Budget expenses will be 400-500 billion rubles lower. The funds will not be spent and will be returned to the Reserve Fund," Klepach told a banking forum.
Klepach also said that a fall in spending would lead to a decrease in real investment, which was a major problem today. RIA Novosti
